Department of Defense (DoD)1 holds primary responsibility for defending the U.S. DoD’s numerous military bases and research and administration facilities make it one of the largest landholders in the country, and its Army Corps of Engineers division performs many of the public works duties of the Federal government.

Defense Environmental Network and Information Exchange (DENIX) - DENIX is the central platform and information clearinghouse for environment, safety and occupational health (ESOH) news, information, policy, and guidance.

Deputy Under Secretary of Defense For Installations and Environment (DUSD(I&E)) -

Compliance - Develops policy and activities required to meet the standards established by such environmental laws as Clean Air Act, Clean Water Act, and the Resource Conservation and Recovery Act. These laws are designed to protect human health and the environment

Conservation: Natural/Cultural Resources - Supports the military mission by providing for sustainable use of its lands, sea and airspace; protecting natural and cultural valuable resources for future generations; meeting all legal requirements; and promoting compatible uses of those resources. DoD activities in conservation are found under the following main topics:

International - Develops frameworks for international military-military cooperation that integrate environmental compliance, awareness and stewardship into all operations.

Technology - Seeks new technologies that meet environmental requirements at less cost.

Strategic Environmental Research and Development Program ( SERDP ) - identifies, develops, and transitions environmental technologies that relate directly to defense mission accomplishment. One of its research areas is conservation which includes: cultural resource management; ecological forecasting; ecosystem res toration and mitigation.

Tri-Service Ecological Risk Assessment Workgroup (TSERA-WG) - coordinates and develops uniform technical guidance for the conduct of ecological risk assessments (ERA) at DoD sites worldwide.

The Armed Forces Pest Management Board (AFPMB) – Recommends policy, provides guidance, and coordinates the exchange of information on all matters related to pest management throughout the Department. The AFPMB's mission is to ensure that environmentally sound and effective programs are present to prevent pests and disease vectors from adversely affecting DoD operations.

U.S. Army Corps of Engineers - The Corps builds and maintains infrastructure and public works projects such as dams, levees, reservoirs, channels and canals. The Corps also performs much of the environmental impact and restoration work for the U.S. military.

  • Base Realignment and Closure - Performs restoration and remediation activities on former military bases, many of which are polluted with toxic chemicals, munitions and waste. The Corps readies these bases for new uses, including designation as wildlife refuges or parkland.
  • Civil Works Regulatory Program - Ensures the Corps’ compliance with relevant conservation laws, including the Endangered Species Act and NEPA, when performing its public works-related actions. Also regulates other governmental organizations’ and private entities’ use of the nation’s waterways.
  • Formerly Used Defense Sites - Similar to the Base Realignment and Closure division, but focuses on Department of Defense properties not used specifically as military bases. These include office and manufacturing areas and storage and research facilities. This land often suffers from the same contamination as former military bases and must undergo remediation before it is redeveloped or turned into open or wild space.
  • Institute for Water Resources - Assists the Corps and other water management agencies by performing forward-looking research and analysis of emerging water-resources issues.
  • Interagency and International Services Program - Provides Corps technical expertise and information to other government agencies and international governments undertaking public works projects and environmental remediation activities.

National Inventory of Dams - Database of over 76,000 dams in the United States and its territories; provides information on size, reservoir capacity and current usage, electricity generation, biological productivity and numerous other categories for each dam.

BioEco Work Group Activities

The BioEco work group meets several times a year to carry out its chartered missions. The work group also sponsors workshops and other fora to promote understanding of the issues and technologies pertinent to biodiversity and ecosystems informatics.
